No. Bay Point is an unincorporated community governed by Contra Costa County, not a neighborhood of the City of Pittsburg, even though the two share ZIP code 94565 and a BART station name.
That mix-up matters when you buy. City or county decides who issues your permits, who patrols your street, which sewer agency sends the bill, and sometimes which school district you’re in. Here’s how to tell for any one address.
Why do people think Bay Point is part of Pittsburg?
Three reasons, and none of them is a city boundary.
- The mailing address. Homes in Bay Point and Pittsburg both use 94565. The post office doesn’t draw city lines.
- The station name. The Pittsburg/Bay Point BART stop sits right on the line between the two.
- The old name. Bay Point used to go by West Pittsburg. The county’s advisory council for the area was created as the West Pittsburg MAC by Resolution 89/816 on December 19, 1989, and renamed the Bay Point MAC by Resolution 2006/787 (Contra Costa County, Bay Point Municipal Advisory Council page, checked September 25, 2026).
If Bay Point isn’t a city, who runs it?
The Contra Costa County Board of Supervisors. Bay Point is in District 5, and a seven-member Bay Point Municipal Advisory Council, appointed by the Board on the District 5 supervisor’s nomination, advises the county on services and land use. The council meets the first Tuesday of each month at 6:00 p.m. in the Riverview Middle School library, 205 Pacifica Avenue. It can also speak for Bay Point before Contra Costa LAFCO, the agency that rules on boundary changes (same county page).
So there’s no mayor and no city council. Local questions go to the District 5 office at (925) 608-4212 (same page).
Who provides services on each side of the line?
It depends which side the parcel is on. Here’s the unincorporated Bay Point side, with sources checked September 25, 2026:
| Service | Unincorporated Bay Point | Source |
|---|---|---|
| Permits, planning, roads | Contra Costa County (Conservation and Development; Public Works) | Contra Costa County, Planning and Zoning page |
| Law enforcement | Contra Costa County Sheriff’s Office | County |
| Fire and EMS | Contra Costa County Fire Protection District, Station 86 on Willow Pass Road | Local News Matters, August 17, 2022 |
| Sewer | Delta Diablo, which runs the 43-mile Bay Point system directly | Delta Diablo, About Us page |
| Water | Golden State Water Company, Bay Point system (4,900 customers) | Golden State Water, Bay Point page |
| Parks | Ambrose Recreation and Park District, 3105 Willow Pass Road | Ambrose district website |
Inside Pittsburg’s city limits, the city handles police, planning and permits, and Delta Diablo notes that the City of Pittsburg owns and runs its own 300 miles of local sewer lines (Delta Diablo, About Us page). If a listing sits near the edge, find out which side it’s on before you plan an addition or call about a pothole.
Is the Pittsburg/Bay Point BART station in Bay Point or Pittsburg?
Both, in a way. BART lists the station at 1700 West Leland Road, Pittsburg (BART, Pittsburg/Bay Point station page, checked September 25, 2026). The parking lots and the entrance side south of Highway 4 fall inside Pittsburg’s city limits. The platform, in the freeway median, lands on the unincorporated Bay Point side of the line, which follows Highway 4 through the station. That’s what the county’s city-limits map layer and the U.S. Census geocoder both showed when we checked points around the station on September 25, 2026.
One more fix to an old claim. This station is not the end of the line anymore. BART to Antioch opened in May 2018, and BART says a transfer platform just outside the station connects riders to the Antioch trains (BART, same page).
Does the city line change my transfer tax?
Not the total. Unincorporated Bay Point pays only the county’s documentary transfer tax, $0.55 for each $500 of value, which works out to $1.10 per $1,000, and the county rounds the value up to the next $500 (Contra Costa County Clerk-Recorder, Documentary Transfer Tax page, checked September 25, 2026). Pittsburg is a general law city whose $0.55 per $1,000 share is credited inside that same $1.10, so there’s no extra city tax on either side (California City Finance, city transfer tax rate table, effective December 1, 2025).
Who pays it is negotiated in the purchase contract. For how any tax affects you, talk to a tax professional, and confirm the figure with your escrow officer.
Does it change the school district?
Sometimes. Most Bay Point addresses fall in Mt. Diablo Unified, but the eastern edge of Bay Point is Pittsburg Unified, and some land inside Pittsburg’s city limits west of Bailey Road is Mt. Diablo Unified. That’s what both districts’ own address locators (Mt. Diablo Unified School Site Locator; Pittsburg Unified Find My School locator), tested September 25, 2026 showed when we checked points on both sides of the line. The California School Dashboard lists MDUSD’s Delta View Elementary at 2916 Rio Verde, Pittsburg. So neither the city line nor the ZIP code tells you the school. Check the address in each district’s locator, then verify it with the district.
How do I check whether a home is in Bay Point or Pittsburg?
Use more than one source. The county’s own map layer calls itself schematic, not a legal boundary, so treat any map as a first look.
- Look at the county map. CCMap, the county’s public map viewer at ccmap.cccounty.us, shows city limits over parcels.
- Read the property tax bill and the preliminary title report. They list the special districts and assessments tied to the parcel. Your escrow or title officer can walk you through them.
- Ask the agencies that decide. The Contra Costa County Assessor’s Office can tell you about a parcel’s assessment, and Contra Costa LAFCO handles city boundaries and annexations.
- Call the provider. If the water or sewer provider matters to your plans, call them with the address.
Questions people also ask
Is Bay Point its own city?
No. Bay Point is an unincorporated community in Contra Costa County. The county Board of Supervisors governs it, and a seven-member Bay Point Municipal Advisory Council, appointed by the Board, advises on services and land use, per the county’s council page checked September 25, 2026. There is no Bay Point mayor or city council, and no city transfer tax.
Why does my Bay Point address say Pittsburg, CA 94565?
Because Bay Point and Pittsburg share ZIP code 94565, a mailing address can carry either name without telling you which government runs the parcel. A ZIP code is a mail route, not a city boundary. Check the parcel on the county’s CCMap viewer and the property tax bill, and ask the County Assessor if the map is unclear.
What was Bay Point called before?
West Pittsburg. The platform sits in the Highway 4 median on the unincorporated Bay Point side of the city line, based on the county’s city-limits layer and the Census geocoder, both checked September 25, 2026.
