Trilogy at Rio Vista describes itself as “an active 55+ community,” with just over 3,000 homes in six villages, run by a master homeowners association (Trilogy at Rio Vista, mytrv.org, checked September 25, 2026). Whether your household can buy and live there comes down to Trilogy’s governing documents and California and federal law, so confirm it with the HOA office and, for legal questions, a real estate attorney.
On dues: Trilogy does not post its monthly assessment on its public website. You get the real number from the HOA’s budget and the seller’s resale package. Here’s what the community and the law say, and what to ask for before you write an offer.
The Davis Team is not affiliated with Trilogy at Rio Vista, Shea Homes, or the Trilogy at Rio Vista Master Association.
Where is Trilogy at Rio Vista?
Inside the City of Rio Vista, in Solano County. The HOA office is in the Delta Club at 990 Summerset Drive, Rio Vista, CA 94571 (Trilogy at Rio Vista, The HOA page, checked September 25, 2026).
It’s gated. Trilogy’s new-resident page says “Trilogy is a gated community,” and its Welcome Center at the main gate is at 10 Summerset Road, (707) 374-4306 (mytrv.org, New Residents and Contact pages, checked September 25, 2026). If you’re touring a listing, your agent arranges access.
What does Trilogy say about age?
Here is what its public pages say (mytrv.org, homepage, FAQ and HOA Office pages, checked September 25, 2026):
- Homepage: “An active 55+ community in the Sacramento-San Joaquin Delta.”
- FAQ, under “How long can a guest stay with me?”: guests may stay up to a total of 60 days per calendar year, and “persons under 45 are considered Temporary Guests under CC&R Section 5.3.2.” The same answer says guests staying beyond 60 days must register with the HOA office.
- HOA Office page: lists “Age verification” among the things the office handles.
Those are Trilogy’s words, not ours. The binding rules are in the CC&Rs and other governing documents, which Trilogy keeps on a residents-only portal. Ask for them before you make an offer, and have the HOA office confirm how the occupancy rules apply to your household.
What does California law say about 55+ communities?
California Civil Code sections 51.2, 51.3 and 51.4 set the state’s rules for senior housing. The key lines, from the statute’s text (California Legislative Information, checked September 25, 2026):
- 51.2(a): Section 51 is read to bar a business establishment from discriminating in housing based on age. Where accommodations are “designed to meet the physical and social needs of senior citizens,” a business establishment “may establish and preserve that housing for senior citizens, pursuant to Section 51.3,” except where federal law preempts 51.3. Section 51.2(d) lists design features that create that presumption for developments built on or after January 1, 2001.
- 51.3(b)(1): a “qualifying resident” or “senior citizen” is “a person 62 years of age or older, or 55 years of age or older in a senior citizen housing development.”
- 51.3(b)(4): a “senior citizen housing development” is one “that has at least 35 dwelling units.”
- 51.3(b)(2) to (3) and (b)(7) define a “qualified permanent resident” and a “permitted health care resident.” Read the full text for who qualifies.
- 51.3(d): the CC&Rs or other documents or written policy “shall permit temporary residency” as a guest of a senior citizen or qualified permanent resident, by a person “of less than 55 years of age,” for periods “not less than 60 days in any year” that those documents specify.
- 51.4 sets out the Legislature’s findings on these rules and, in 51.4(b), protects certain residents who lived in such housing before January 1, 1990.
Federal law has its own test. It exempts housing “intended and operated for occupancy by persons 55 years of age or older” when at least 80 percent of the occupied units have at least one occupant 55 or older, the community “publishes and adheres to policies and procedures” showing that intent, and it follows HUD’s rules for verifying occupancy (42 U.S.C. 3607(b)(2)(C), checked September 25, 2026). HUD’s rule says those updates “must take place at least once every two years” (24 CFR 100.307).
Side by side, as each source states it: Trilogy’s FAQ uses the age 45 for its Temporary Guest rule and cites CC&R Section 5.3.2. Civil Code 51.3(d) uses the age 55 for its guest rule. We don’t interpret either one. Ask the HOA office for the CC&R text, and ask a real estate attorney what it means for you.
That’s a summary of the laws, not legal advice. We don’t say how they apply to Trilogy or to any household. If you have a legal question about who may buy or live in a home there, ask a real estate attorney.
How is Trilogy’s HOA set up?
Two layers. The Trilogy at Rio Vista Master Association (TRVMA) has a five-member elected board and holds open board meetings on the fourth Tuesday of each month at 1 p.m. Each of the six villages (Village 1, Oakmont, Olympic, Riviera, Saddle Rock and Eagle Point) also has its own village association and volunteer board (mytrv.org, The HOA and Our Community pages, checked September 25, 2026).
That means two assessments. Trilogy says owners pay a monthly assessment to the master association and a small additional assessment to their village (mytrv.org, Villages page, checked September 25, 2026).
The HOA office is open Monday to Friday, 8 a.m. to 4:30 p.m., at (707) 374-4843.
What are the HOA dues at Trilogy at Rio Vista?
We can’t give you a reliable number from a public source, and we won’t guess. Trilogy’s public pages don’t list the assessment amounts, any transfer fee, or the budget. The budget, CC&Rs, financials and minutes sit behind FRONTSTEPS, a portal for residents (mytrv.org, checked September 25, 2026). Skip the dues figures on listing sites. They go stale.
Here’s how to get the real numbers. California’s Davis-Stirling Act requires a seller in an HOA to give the buyer, among other things, the governing documents, the current budget, and a statement from the association of the regular and special assessments and fees (Civil Code 4525, checked September 25, 2026). The association has to deliver those within 10 days of a written request, for a reasonable fee based on actual cost (Civil Code 4530). For a Trilogy home, ask for both the master and village figures, and for any transfer or capital fee charged at resale.
Also check the property tax bill. Some Rio Vista homes are in city Community Facilities Districts that add a special tax (City of Rio Vista, Community Facilities Districts page, checked September 25, 2026). For what a tax line means for you, talk to a tax professional or the Solano County Assessor.
What do the dues pay for?
Ask the HOA for the budget to see exactly. Trilogy’s site lists these amenities (mytrv.org, Our Community and Amenities pages, checked September 25, 2026):
- The Vista Club (27,000 square feet) and the Delta Club
- An indoor 25-yard lap pool and an outdoor pool, each with a hot tub
- A fitness center for owners and a spa that’s open to the public
- Bocce, tennis, pickleball, a dog park, a library and a walking track
- Café Vista and the Monarch Grill
The 18-hole Golf Club at Rio Vista is, in Trilogy’s words, “owned by Trilogy at Rio Vista,” operated by CourseCo and open to the public (mytrv.org, Golf Club page, checked September 25, 2026). Ask how golf costs show up in the budget.
What other Trilogy rules should I know before I buy?
A few from Trilogy’s FAQ and HOA office pages (checked September 25, 2026) that affect daily life:
- Exterior changes need approval from your village’s Architectural Review Committee before you start. Fences must be black and 3 to 5 feet tall.
- Boats, RVs and trailers can be parked in front of a home for up to 48 hours, for loading and unloading, with a free pass.
- Driveway parking depends on the village. Trilogy says vehicles belong in the garage, and beyond that one vehicle may sit in the driveway in five villages and two in Oakmont.
- Renters register with the HOA office. Trilogy doesn’t post leasing rules publicly, so ask for them if you plan to rent the home out.
The CC&Rs and village rules are the full list. Read them.
How do I know if a home is in Trilogy?
The listing may say so, but check the documents. The preliminary title report shows the CC&Rs the home is subject to. The HOA office can confirm the village. And your escrow officer can tell you which associations will send demands in escrow.
What does a Trilogy home cost?
We only quote one price source. For all of Rio Vista, the median sale price was $439,709 in August 2026, down 4.9% from a year earlier, across 63 sales (Redfin, Rio Vista housing market page, August 2026, checked September 24, 2026). That median mixes Trilogy homes with every other home in town. Ask your agent for recent sales inside Trilogy, in the same village if possible, and add both assessments to your monthly budget.
What should I confirm before I make an offer?
Your checklist:
- Occupancy rules. Ask the HOA office how the current CC&Rs apply to everyone who’ll live in the home. Legal questions go to a real estate attorney.
- Both assessments. Master and village, from the association’s own statement.
- Resale fees. Any transfer or capital fee in effect at closing.
- The budget and reserves. Big projects coming up can mean special assessments.
- The tax bill. Look for special tax lines.
- The flood zone. Check the address at msc.fema.gov, like any Rio Vista home.
- Rules that matter to you. Parking, pets, rentals, exterior changes.

What are the age rules at Trilogy at Rio Vista?
They are set by Trilogy’s CC&Rs and by state and federal law, so ask the HOA office how they apply to your household, and a real estate attorney for legal questions. How much are HOA fees at Trilogy at Rio Vista?
Trilogy doesn’t publish the amount on its public website, checked September 25, 2026. It says owners pay a monthly assessment to the master association plus a small village assessment. How long can guests stay at Trilogy at Rio Vista?
Trilogy’s FAQ, checked September 25, 2026, says “Guests may visit and stay up to a total of 60 days per calendar year.” Civil Code 51.3(d) says the governing documents “shall permit temporary residency” by a guest “of less than 55 years of age” for “not less than 60 days in any year.” We don’t interpret either. Get the CC&R text from the HOA office.
Is the Trilogy golf course open to the public?
Yes. Trilogy’s website says The Golf Club at Rio Vista is owned by Trilogy at Rio Vista, operated by CourseCo and open to the public, checked September 25, 2026. It’s an 18-hole course. If you’re buying in Trilogy, ask the HOA how golf operations show up in the association budget and reserves.
