Nobody knows, and anyone who gives you a number is guessing. What we can show you: Valero finished idling the Benicia Refinery in April 2026, and Benicia’s single-family median sale price was $859,746 in August 2026, down 2.9% from a year earlier (Valero, Benicia Refinery page; Redfin, Benicia housing market page, both checked September 24, 2026).
So far that’s a dip, not a drop off a cliff. Here’s the record, what the forecasters said, and what to watch.
What happened at the refinery?
It stopped making fuel. Valero says it began idling processing units in phases in the first quarter of 2026, stopped its fuel production units, and completed full idling of all processing units in April 2026 (Valero, Benicia Refinery page, checked September 24, 2026).
Valero also says it plans to keep all required operating permits, keep the site in an idled condition, and evaluate redevelopment options for the property. The plant sits at 3400 East 2nd Street and had 170,000 barrels a day of capacity (same source). Valero told the California Energy Commission of its plan on April 16, 2025, the day the city was notified (City of Benicia press release, April 16, 2025).
What has actually happened to Benicia prices?
Up and down inside a band for five years. These are Redfin’s Benicia medians for August of each year (Redfin, Benicia housing market page, checked September 24, 2026):
| August of | All home types | Single-family homes |
|---|---|---|
| 2022 | $817,500 | $915,000 |
| 2023 | $822,500 | $903,000 |
| 2024 | $840,000 | $862,500 |
| 2025 | $747,500 | $885,000 |
| 2026 | $822,456 | $859,746 |
Since September 2021, Redfin’s monthly all-types median has run from a low of $687,500 in January 2024 to a high of $900,000 in May 2025. Single-family homes are about 6% below where they were in August 2022. The all-types number bounces around more because condo and townhouse sales come and go.
Did prices fall after Valero announced the closure?
Not in any way the numbers can separate from normal swings. Valero’s plan became public in April 2025. Redfin’s all-types median was $782,500 in March 2025, $860,000 in April, $900,000 in May, $865,000 in June and $747,500 in July. Since the idling finished, it has stayed between $810,000 and $829,000 each month from April through August 2026 (Redfin, checked September 24, 2026).
Redfin counts 48 to 83 Benicia sales a month since January 2025. At that size, one month can move a lot for reasons that have nothing to do with the refinery. We can’t pull out a refinery effect, and we won’t make one up.
What did the forecasters say?
Nobody we found publishes a forecast for Benicia alone. Here are the named ones that cover it, with dates:
- C.A.R. 2026 forecast, released September 17, 2025: California’s median home price would rise 3.6% to $905,000 in 2026, with 30-year mortgage rates averaging 6.0% (C.A.R., 2026 California Housing Market Forecast).
- What happened: C.A.R. reported a statewide median of $901,420 in August 2026, up 0.1% from a year earlier, with 30-year rates averaging 6.67% (C.A.R., August 2026 home sales and price report, September 16, 2026).
- Zillow Home Value Forecast, base month August 2026: for the Vallejo metro area, which includes Benicia, Zillow projects typical home values up 0.1% by September 2026, up 0.2% by November 2026, and down 0.3% by August 2027. Its national projection is up 1.4% over the same year (Zillow Research, published forecast data, checked September 24, 2026).
C.A.R. is the statewide real estate trade association. Its rate call missed by more than half a point, and that changes what buyers can pay. Forecasts are often wrong, including careful ones. Treat each one as a guess with a date on it.
Are Solano County prices dropping?
The county number was down more than Benicia’s in August. C.A.R. reported a Solano County median of $575,000 for existing single-family homes in August 2026, down 7.3% from $620,000 a year earlier. Sales were up 12.5%, and the median home took 40 days to sell (C.A.R., August 2026 report, checked September 24, 2026).
That’s a different source and a different mix of homes than Redfin’s Benicia figures, so don’t compare them dollar for dollar.
What does the refinery closing mean for the city?
Money, mostly. A study the city commissioned from HdL ECONSolutions in September 2025 says Benicia could face annual fiscal losses of more than $10.6 million from lost utility users tax, property tax, business license tax, sales tax and hotel tax. The study says the timing of those losses is uncertain. It measures city revenue and jobs. It does not estimate home prices (City of Benicia, Economic Impact of Valero Refinery Closure, September 2025).
The same study says Valero retained Signature Development Group to explore long-term redevelopment of the roughly 900-acre property, and that the effort is expected to take several years. The City of Benicia now lists “Refinery Redevelopment” among its current planning applications: approximately 900 acres, with approximately 3,500 homes, up to 600,000 square feet of commercial space, up to 3 million square feet of industrial space and approximately 150 acres of parks and open space. Signature Development Group submitted preliminary plans to the city on May 15, 2026 (City of Benicia, Current Development page, checked September 24, 2026). As of September 24, 2026, no Planning Commission or City Council hearing had been held, and nothing has been approved. A proposal is not a plan.
The city has also put transfer tax measures on the November 3, 2026 ballot. See our Benicia transfer tax page, linked below, and ask a tax pro how any tax applies to your own sale.
What should I watch to see where prices are heading?
Watch the numbers that move before prices do. All four are on Redfin’s Benicia page and update monthly (Redfin, checked September 24, 2026):
- Price drops. 35.7% of homes cut their price in August 2026, up from 30.5% in August 2025 and 18.7% in February 2026. More cuts mean sellers are chasing buyers.
- Days on market. A median of 35 days in August 2026, about the same as the 36 days a year earlier.
- Sales volume. 83 homes sold in August 2026, up from 64. More sales at steady prices is a working market, not a falling one.
- Sale-to-list price. 99.3% in August 2026, down from 100.9% in April. When that slides, buyers are negotiating harder.
Then watch two local things: hearings on the refinery redevelopment application at the city, and mortgage rates.
Should I wait to buy or sell until the refinery picture is clear?
Waiting is a bet, not a plan. The redevelopment study says the site will take several years, and nobody can tell you where prices will be when it’s settled.
Make the call on your own numbers. Buyers: the payment you can carry and how long you plan to stay. Sellers: what you need to net and when you need to move. Then look at recent sales of homes like yours, not the headline.
Questions people also ask
Did Benicia home prices drop when Valero announced the closure?
The numbers don’t show a clear drop. Valero’s plan became public in April 2025. Redfin’s Benicia median was $860,000 in April 2025 and $900,000 in May, then $747,500 in July. It has held between $810,000 and $829,000 each month from April through August 2026. With 48 to 83 sales a month since January 2025, normal swings are big, so nobody can isolate a refinery effect.
Is the Benicia refinery closed for good?
Valero says it stopped its fuel production units and completed full idling of all processing units in April 2026. It says it will keep its operating permits, keep the site in an idled condition and evaluate redevelopment options. That comes from Valero’s Benicia Refinery page, checked September 24, 2026. The city lists a redevelopment application for the site, filed as preliminary plans on May 15, 2026, with no hearing or approval as of that date.
What is the Zillow forecast for Benicia home prices?
Zillow does not publish a forecast for Benicia alone in its forecast data. For the Vallejo metro area, which includes Benicia, its August 2026 forecast projects typical home values down 0.3% by August 2027. That’s one company’s estimate for the whole metro. Compare it with Benicia’s own monthly sales before you act on it.
Are Benicia home prices down from last year?
It depends which number you read. Redfin’s all-types median was $822,456 over the three months ending August 2026, up 10.0%, but single-family homes were down 2.9% to $859,746 and price per square foot was down 11.7%. More single-family homes sold this year, which pushed the all-types median up.
