Is my El Sobrante home in Richmond or the county?

You can’t tell from the address. Most of El Sobrante is unincorporated Contra Costa County, but part of the El Sobrante Valley is inside the City of Richmond, and both use El Sobrante mailing addresses. Check the parcel itself, using the free official tools below.

It’s worth ten minutes. On a home near El Sobrante’s recent median price, the Richmond side adds roughly $5,000 in city transfer tax at sale, and it changes who you call for police, permits and zoning.

Why can’t I tell from the mailing address?

Because the post office and the city line don’t match. The county’s El Sobrante page says the greater El Sobrante Valley includes portions that are within the City of Richmond (Contra Costa County, El Sobrante page, checked September 25, 2026). A mailing address follows the postal route. The city limit follows annexations.

You can see the overlap in plain sight. Richmond’s list of neighborhood councils includes El Sobrante Hills and May Valley (City of Richmond, Neighborhood Councils page, checked September 25, 2026). The park district gives the Sobrante Ridge trailhead as the end of Coach Drive, Richmond (East Bay Regional Park District, Sobrante Ridge page, checked September 25, 2026).

How do I check which side a parcel is on?

Use two or three of these. They’re free and official.

  1. County parcel viewer. Look up the address in Contra Costa County’s CCMAP parcel viewer (ccmap.cccounty.us). The county says its zoning layer covers unincorporated areas only (Contra Costa County, Maps and GIS page, checked September 25, 2026). If the parcel shows county zoning, that points to the county side. If it shows none, check Richmond next.
  2. Richmond’s GIS viewer. The City of Richmond’s GIS page has Property Information and Zoning Information tools (City of Richmond, GIS page, checked September 25, 2026). A parcel with Richmond zoning is in the city.
  3. State tax rate area map. The Board of Equalization’s Contra Costa map lets you search an address and see its tax rate area, which is the combination of city, school and district taxes that apply to that parcel (California BOE, Contra Costa County tax rate area map, 2026, checked September 25, 2026).
  4. Your escrow officer. Ask escrow early which transfer taxes they will charge on the sale. That’s the number that lands on your closing statement.

If two tools disagree, don’t guess. Call the county Department of Conservation and Development or Richmond’s Planning Division and ask.

How much is the transfer tax on each side?

On the county side, there’s one tax. On the Richmond side, there are two.

  • Unincorporated El Sobrante: the countywide documentary transfer tax of $0.55 per $500 of value, which is $1.10 per $1,000. The recorder rounds the value up to the nearest $500 (Contra Costa County Clerk-Recorder, Documentary Transfer Tax page, checked September 25, 2026).
  • Inside Richmond: that same county tax, plus Richmond’s own city tax on the full value. Richmond’s rates are $7.00 per $1,000 under $1 million, $12.50 from $1 million to $3 million, $25.00 from $3 million to $10 million, and $30.00 over $10 million, with the value rounded up to the nearest $1,000 (Contra Costa County Clerk-Recorder, City of Richmond page, checked September 25, 2026).

What’s the difference on a typical El Sobrante sale?

About $5,000 at the median. Here’s the math at El Sobrante’s August 2026 median sale price of $714,527 (Redfin, El Sobrante housing market page, August 2026, checked September 24, 2026). This is a rounded example using the recorder’s published rates, not a quote for your home. Escrow applies the recorder’s exact rounding rules.

County side Richmond side
County tax at $1.10 per $1,000 about $790 about $790
Richmond city tax at $7.00 per $1,000 none about $5,000
Total transfer tax about $790 about $5,800

Watch the $1 million line. On the Richmond side, the city rate jumps from $7.00 to $12.50 per $1,000 at $1 million, so a sale right at that mark owes noticeably more city tax than one just under it.

Who pays which tax is set in the purchase contract and can be negotiated. Ask your escrow officer for the exact figures, and talk to a tax professional about how the costs affect your own taxes. For contract terms, an attorney can help.

What else changes if I’m inside Richmond?

A few everyday things, not just the tax.

Some things may stay the same on either side. West County Wastewater lists both El Sobrante and Richmond’s northern subdivisions in its sewer area, and West Contra Costa Unified covers both (West County Wastewater, home page; Contra Costa County, El Sobrante page; checked September 25, 2026). Confirm sewer and school assignments by address anyway.

Does it matter for building an ADU or adding on?

Yes, because the rulebook changes. A county parcel follows county zoning and county permits. A Richmond parcel follows Richmond’s code. On the Richmond side of the hills, the city’s Richmond Hills Initiative, adopted as an ordinance on January 24, 2017, applies to 38 tax parcels in the Richmond Hills and sets a 20-acre minimum lot size (City of Richmond, Richmond Hills Initiative page, checked September 25, 2026). Before you count on an addition, an ADU or a lot split, ask the right office in writing.

Questions people also ask

How do I know if my El Sobrante house is in Richmond city limits?

Look the parcel up in two places. Contra Costa County’s CCMAP viewer shows county zoning only for unincorporated parcels, and the City of Richmond’s GIS viewer shows Richmond zoning for city parcels. The Board of Equalization’s tax rate area map is a third check. If they disagree, call the county or Richmond planning office.

Does unincorporated El Sobrante have a city transfer tax?

No. Unincorporated El Sobrante pays only the countywide documentary transfer tax, $0.55 per $500 of value, per the Contra Costa Clerk-Recorder, checked September 25, 2026. Homes inside Richmond pay that plus Richmond’s city tax, starting at $7.00 per $1,000 under $1 million. Ask escrow for your exact amount and a tax professional about your situation.

Who pays the Richmond transfer tax, the buyer or the seller?

It’s negotiable, and the purchase contract decides it. We don’t know of an official rule that sets a local custom, so we won’t claim one. Before you sign, ask your agent how the offer splits the county and city taxes, and have escrow show both amounts on the estimated closing statement.

Is El Sobrante Hills part of Richmond?

The City of Richmond lists an El Sobrante Hills Neighborhood Council on its neighborhood councils page, checked September 25, 2026, so at least part of that area is in the city. That doesn’t mean every home on a nearby street is. Check each parcel in the county and Richmond GIS viewers before you rely on it.
