It depends on what you’re weighing: price, the commute you’ll actually make, taxes on the specific parcel, and which school district the address sits in. Put those four side by side for the homes you like, and the right city usually picks itself.

These three sit next to each other on I-80, but they are not interchangeable. Hercules and Pinole are in Contra Costa County. Vallejo is across the Carquinez Bridge in Solano County. That county line changes your tax office, your school district, your water provider and your drive.

How do home prices compare in Hercules, Pinole and Vallejo?

Using one source for all three: Redfin’s median sale price for all home types over the three months ending August 2026 was about $720K in Pinole, $634K in Hercules and $510K in Vallejo (Redfin housing market pages for each city, checked September 24, 2026).

City County Median sale price, 3 months ending Aug 2026 Change vs a year earlier
Pinole Contra Costa $720K up 7.4%
Hercules Contra Costa $634K down 17.2%
Vallejo Solano $510K down 3.1%

Read that table carefully. A median mixes condos, townhomes and single-family homes, so a stretch with more condo sales pulls it down, and a small city with fewer sales can swing hard from one quarter to the next. Don’t compare cities on the median alone. Compare the same kind of home, same size, same age, in each place.

What will I pay in property taxes in each city?

The base is the same everywhere in California: a 1% general tax on assessed value, plus any voter-approved bonds for the area the home sits in (Contra Costa County Auditor-Controller, Tax Rate Questions page, checked September 24, 2026). The bond add-ons differ by tax rate area, even inside one city, so the real number lives on the parcel’s tax bill.

On top of that, some neighborhoods carry special taxes or assessments, such as a Community Facilities District (often called Mello-Roos). One example on the Vallejo side: the City of Vallejo lists three Community Facilities Districts on Mare Island, Nos. 2002-1, 2005-1A and 2005-1B. Their special taxes pay for things like police and fire protection, parks, streets and utilities on the island, and the City says some of them continue indefinitely (City of Vallejo, Community Facilities District FAQs, linked from the city’s Mare Island Background and Infrastructure Docs page, checked September 24, 2026). The parcel’s tax bill shows what a given home pays. Newer subdivisions in any of the three cities can have their own.

How to check a specific home:

  1. Get the parcel number from the listing.
  2. Look up the current tax bill. Hercules and Pinole: Contra Costa County Treasurer-Tax Collector. Vallejo: Solano County Tax Collector’s online tax search.
  3. Read every line below the 1% levy. Ask your agent for the seller’s disclosure on special taxes.

This is general information, not tax advice. For how your own taxes will work after a purchase, talk to a tax pro.

What is the commute like from each city?

All three use I-80 to reach the East Bay and San Francisco. The big difference is transit and tolls.

  • Hercules. WestCAT’s LYNX bus runs weekdays from the Hercules Transit Center to the Salesforce Transit Center in downtown San Francisco, with continuous service from 5:00 a.m. to 9:05 p.m. (WestCAT LYNX page, checked September 24, 2026). WestCAT express routes also connect Hercules to El Cerrito del Norte BART.
  • Pinole. WestCAT local and express routes run through Pinole, including the J and JX routes to El Cerrito del Norte BART (WestCAT schedules, checked September 24, 2026). Riders heading to San Francisco can transfer to LYNX at the Hercules Transit Center.
  • Vallejo. San Francisco Bay Ferry runs daily between Mare Island, the Vallejo Ferry Terminal and the Downtown San Francisco Ferry Building, about 60 minutes each way. The first weekday boat leaves Vallejo at 5:30 a.m. and the last southbound one at 7:05 p.m. The adult one-way fare is $10.00 as of July 1, 2026 (San Francisco Bay Ferry, Vallejo route page, schedule effective March 9, 2026, checked September 24, 2026).

The toll piece matters if you drive. The Carquinez Bridge toll is collected one way, eastbound into Vallejo, and it is $8.50 for a regular car as of January 1, 2026 (MTC, the Bay Area regional transportation agency, Carquinez Bridge page and January 2, 2026 news release). Hercules and Pinole drivers don’t cross it on a trip into the Bay. A Vallejo driver commuting south pays it every trip home.

Do the drive yourself before you commit. Leave at the time you’d really leave, on a weekday.

Which school district serves each city?

Hercules and Pinole are served by West Contra Costa Unified School District, which covers El Cerrito, San Pablo, Pinole, Richmond and Hercules (WCCUSD, At a Glance page, checked September 24, 2026). Vallejo is served by Vallejo City Unified School District (VCUSD, district home page, checked September 24, 2026).

A city name doesn’t decide the school. The address does. Always verify the boundary for a specific home with the district before you write an offer. For test results and other official data, use the California School Dashboard at caschooldashboard.org, and look at the school, not just the district.

Who provides water and fire service in each city?

Fire Contra Costa County Fire Protection District, Station 76 (annexed Rodeo-Hercules Fire on July 1, 2025) Contra Costa County Fire Protection District, Stations 73 and 74 (since March 1, 2023) Vallejo Fire Department, six stations

What is being built in each city?

Each city has big projects that could change traffic, shopping and what’s for sale near you.

  • Hercules. On the waterfront, the City Council approved 171 row houses on the blocks called The Village on September 9, 2025. A 207-key hotel on Bayfront Boulevard is under review, and the master developer filed a pre-application for 142 townhomes on the blocks called The Bowl (City of Hercules, Waterfront page, checked September 24, 2026). The Hercules Hub, a planned Capitol Corridor train stop with future ferry service, has no opening date. In February 2026 the city applied for $21.7 million from the Federal Railroad Administration for design (City of Hercules, Hercules Hub project page, checked September 24, 2026).
  • Pinole. The city lists Appian Village at 2151 Appian Way as nearing completion and under construction, and the Pinole Vista site at 1500 Fitzgerald Drive as in demolition with entitlements approved (City of Pinole, Projects page, checked September 24, 2026).
  • Vallejo. An updated Mare Island Specific Plan is in draft. The October 2024 draft estimates room for up to 14,000 homes and 14,900 to 17,000 jobs. The city sent comments on February 7, 2026, and a second draft and environmental report are still to come (City of Vallejo, Mare Island Specific Plan page, checked September 24, 2026).

Planned is not built. Treat any project without a construction date as a maybe.

So how do I decide?

Rank what matters to you, then test each city against it with real addresses.

  1. Budget. Price the same type of home in all three. Not the median. Your home type.
  2. Commute. Bus to Salesforce Transit Center, BART from El Cerrito del Norte, ferry from Vallejo, or driving with or without the Carquinez toll. Try the one you’d use.
  3. Monthly cost. Pull the actual tax bill for each home and add any special taxes and HOA dues.
  4. School district. Confirm the boundary by address with the district.
  5. What’s changing nearby. Check each city’s projects page for the blocks around the home.

The city that wins on your top two usually wins. That’s the whole game.

Questions people also ask

Is Hercules, Pinole or Vallejo cheapest right now?

By Redfin’s median sale price for the three months ending August 2026, Vallejo was lowest at about $510K, then Hercules at about $634K and Pinole at about $720K (checked September 24, 2026). Medians mix condos and houses, so compare the same kind of home in each city before you decide one is cheaper for you.

Which county is Vallejo in compared to Hercules and Pinole?

Vallejo is in Solano County. Hercules and Pinole are in Contra Costa County. That means a different county tax collector, assessor and school district for Vallejo, plus a different water provider. Vallejo gets water from the City of Vallejo Water Department, while Hercules and Pinole are in EBMUD’s service area, per each agency’s pages checked September 24, 2026.

Do Vallejo commuters pay a bridge toll?

If they drive south into the Bay on I-80, they cross the Carquinez Bridge, and the toll is collected eastbound into Vallejo, so they pay it on the way home. It is $8.50 for a regular car as of January 1, 2026, per MTC, the Bay Area regional transportation agency. Hercules and Pinole drivers heading into the Bay don’t cross it.

Which school district serves Hercules, Pinole and Vallejo?

West Contra Costa Unified School District serves Hercules and Pinole. Vallejo City Unified School District serves Vallejo. Assignment goes by address, not city name, so always verify the boundary for a specific home with the district. For official school data, use the California School Dashboard and look up the individual school, not only the district.

Is there a train or ferry from Hercules?

Not yet. The Hercules Hub is planned as a Capitol Corridor train stop with future ferry service, but the city has not announced an opening date. In February 2026 it applied for $21.7 million in federal funding for design, per the city’s project page checked September 24, 2026. Today Hercules riders use WestCAT’s LYNX bus to San Francisco.
