What is Rossmoor, and what are its age rules and fees?

Rossmoor is a gated, age-restricted housing community inside the City of Walnut Creek, made up of 23 homeowners associations called Mutuals. Rossmoor states that at least one designated occupant of each home must be 55 or older, its 2026 monthly fees run from $885 to $1,939 depending on the Mutual (more at The Waterford), and buyers pay a one-time $18,000 transfer fee (Rossmoor, checked September 24, 2026).

If you’re looking at a listing there, the rules and fees come from Rossmoor and the Mutual, not from the city. The Davis Team is not affiliated with Rossmoor Walnut Creek, the Golden Rain Foundation or any Mutual. Here’s what Rossmoor publishes, and what to confirm before you write an offer.

Where is Rossmoor?

In Walnut Creek. Rossmoor’s FAQ says it is part of the city of Walnut Creek, about 25 miles east of San Francisco, with access from Interstate 680 and Highway 24 (Rossmoor FAQ, checked September 24, 2026). Its homepage describes 1,800 acres.

It’s gated. Rossmoor says its front gate is staffed and access is limited to residents, their approved guests and vendors. It also says tours of the community, including common areas, are handled by local real estate agents (Rossmoor FAQ and homepage, checked September 24, 2026).

What are Rossmoor’s age rules?

Rossmoor’s FAQ summarizes them this way. At least one designated occupant of a home must be 55 years or older. Any additional designated occupant must be 45 years old, unless that person is a caregiver providing financial or medical assistance on the advice of a doctor. (Its How Rossmoor Works page words the second rule as additional residents 45+, with exceptions for qualified caregivers.) And, in Rossmoor’s words, “No one under the age of 18 can live in Rossmoor” (Rossmoor FAQ, checked September 24, 2026).

Rossmoor’s pages are a summary. The full rules are in Rossmoor’s governing documents and the documents of the Mutual the home belongs to. Rossmoor posts governing documents for 22 of its 23 Mutuals on its Mutuals Directory page; The Waterford’s are not included there (checked September 24, 2026).

Confirm eligibility with Rossmoor and the Mutual before you write an offer, using the current documents for that specific Mutual. If you have a legal question about the rules, ask a real estate attorney, not us.

What does California law say about senior housing?

California Civil Code sections 51.2 to 51.4 set the state rules for senior citizen housing. Here is what the text says, in plain terms (California Legislative Information, checked September 24, 2026):

  • Section 51.2 says Civil Code Section 51 bars businesses from discriminating based on age in selling or renting housing. It also says that where housing is designed to meet the physical and social needs of senior citizens, it may be established and preserved for senior citizens under Section 51.3, except where federal fair housing law preempts that. Developments built on or after January 1, 2001 are presumed to meet the design standard if they include a list of features the section sets out.
  • Section 51.3 defines a “senior citizen” as a person 62 or older, or 55 or older in a “senior citizen housing development,” which it defines as a residential development of at least 35 dwelling units developed, substantially rehabilitated or substantially renovated for senior citizens. The age limits must be written in the covenants, conditions and restrictions or other written policy. They can’t be stricter than requiring one senior citizen in each unit, with the other residents being a “qualified permanent resident,” a “permitted health care resident,” or another person the section allows.
  • Under Section 51.3, a qualified permanent resident is someone who was living with the senior citizen before that person’s death, hospitalization, other prolonged absence or divorce, and who was 45 or older, or was a spouse, cohabitant, or person providing primary physical or economic support. The definition also covers certain disabled children or grandchildren who need to live with the senior citizen. At a minimum, the people starting any occupancy of a unit must include a senior citizen who intends to live there as a permanent primary residence.
  • Section 51.3 also requires the documents to allow temporary guests under 55 for periods set in the documents, of not less than 60 days in any year.
  • Section 51.4 records the Legislature’s findings about these rules and protects certain residents who lived, before January 1, 1990, in developments that relied on an older exemption from the design requirements. See the statute for the details.

That’s a summary of the statute’s text, not legal advice. We don’t say whether or how these sections apply to Rossmoor, a Mutual or any household. For that, talk to a real estate attorney, and read the Mutual’s governing documents.

What kinds of homes are in Rossmoor?

Rossmoor calls its homes “manors.” Its How Rossmoor Works page lists three kinds of ownership (checked September 24, 2026):

Ownership type Mutuals Manors How you own it
Co-op (stock cooperative) 3 (First Mutual, Second Mutual, Mutual Eight) 3,368 A share in the corporation plus the exclusive right to occupy one manor
Condominium 19 3,245 A deed to your unit, with shared common areas
Single-family 1 (Mutual 61) 63 A deed to a detached home

The Waterford (Mutual 58) has 300 condominiums that Rossmoor describes as congregate living. Rossmoor says its units are independently owned, it has no medical staff, and its monthly fee includes one daily meal and weekly housecleaning (Rossmoor FAQ and Ownership Guide, checked September 24, 2026). Rossmoor also says it does not offer assisted living or caregiving services anywhere in the community.

How is Rossmoor run?

Two layers. The first is your Mutual. Each of the 23 Mutuals is a homeowners association governed by California’s Davis-Stirling Act, with its own board, and it handles the property matters for its homes. RWC Property Management manages 22 of the 23 Mutuals, all except The Waterford (Rossmoor, How Rossmoor Works, checked September 24, 2026).

The second is the Golden Rain Foundation, a nonprofit doing business as Rossmoor Walnut Creek (RWC). It runs the shared amenities and services: clubhouses, pools, the fitness center, golf courses, the weekday bus, the gate, the community newspaper and TV station, and counseling services. Its board is elected from nine districts, and Rossmoor says it does not govern Mutual property (same source).

What are the monthly fees in Rossmoor?

Rossmoor calls the monthly fee a “coupon.” It includes a Mutual portion that varies and an RWC portion that is the same for every manor, $351.51 a month in 2026 (Rossmoor Ownership Guide, checked September 24, 2026). Rossmoor’s 2026 budgeted coupons by Mutual (Rossmoor, 2026 Coupons by Mutual PDF, checked September 24, 2026):

Mutual Type 2026 monthly coupon
First Mutual Co-op $1,383 plus property taxes
Second Mutual Co-op $1,294 plus property taxes
Mutual Eight Co-op $1,387 plus property taxes
Third Mutual (by project) Condo $1,325 to $1,605
Other condo Mutuals Condo $1,160 (Mutual 55) to $1,939 (Mutual 70)
Mutual 61 Single-family $885
The Waterford (Mutual 58) Condo, congregate living starts at $2,996.62

The Waterford figure is from Rossmoor’s Ownership Guide. Mutuals 39 and 55 run on an April through March fiscal year; the rest follow the calendar year.

What the coupon covers depends on the Mutual. Rossmoor lists exterior maintenance, landscaping, street and sidewalk repairs within the Mutual, and a master insurance policy for most Mutuals, plus the RWC amenities, bus, gate staffing and EMT services, and a bulk cable and internet package. Mutual 61’s coupon does not cover exterior or landscape maintenance, water, trash or insurance (Rossmoor Ownership Guide and How Rossmoor Works, checked September 24, 2026).

For co-ops, each manor’s own property taxes are added to the coupon and paid monthly. Ask the Mutual for that manor’s exact total. For what the tax side means for you, talk to a tax professional or the Contra Costa County Assessor.

What is the Rossmoor Membership Transfer Fee?

A one-time fee the buyer pays at purchase. Rossmoor says it is $18,000 as of April 1, 2026, paid once by the buyer at purchase with one fee per manor, and that all of it goes to Rossmoor’s capital fund for projects like clubhouse renovations, golf course work, pools and roads (Rossmoor, How Rossmoor Works and Ownership Guide, checked September 24, 2026). It is not part of the monthly coupon.

Put it in your cash-to-close math from the start. Confirm the current amount with Rossmoor and your escrow officer, since Rossmoor dates it.

Are there other approvals to buy in Rossmoor?

Yes. Rossmoor says most Mutuals review applications for membership to confirm new residents meet the requirements in that Mutual’s governing documents and state law. The three co-op Mutuals also set financial requirements. For cash buyers, Rossmoor summarizes them as net monthly income of 3.5 times the coupon plus $50,000 in liquid assets for First Mutual and Mutual Eight (First Mutual also allows an asset-based alternative), and annual income of 3 times the yearly coupon plus $50,000 in liquid assets for Second Mutual. Buyers using a loan must show the lender’s requirements were met (Rossmoor Ownership Guide, checked September 24, 2026). That is Rossmoor’s summary; the governing documents have the full terms, so confirm them with the Mutual.

What about insurance?

Rossmoor says every Mutual except 58 and 61 carries a master policy on the buildings and common areas, with a shared deductible of $250,000. Owners still need their own coverage for interiors, personal property, liability and loss assessments (Rossmoor Ownership Guide, checked September 24, 2026). Get a quote from an insurance agent before you remove contingencies.

Can I rent a home in Rossmoor?

Sometimes. Rossmoor’s FAQ says some owners rent out their homes, but the foundation doesn’t keep a rental list. Renters pay a Lessee Amenities Fee to use the facilities, which Rossmoor puts at $145.58 a month in 2026 (Rossmoor FAQ, checked September 24, 2026). Ask the Mutual how its occupancy and rental rules apply to a lease before you sign one.

How do I know if a home is in Rossmoor?

Check three things. Rossmoor’s Mutuals Directory page has a Mutual Information Lookup: enter the property address and it returns the Mutual (rossmoor.com, checked September 24, 2026). Then read the preliminary title report and the HOA or Mutual documents, and ask your escrow officer. The title report is the final word on what the home is subject to.

What does a Rossmoor home cost?

We only quote one price source. For all of Walnut Creek, Redfin’s median sale price was $868,425 in August 2026, down 2.2% from a year earlier, across 317 sales (Redfin, Walnut Creek housing market page, August 2026, checked September 24, 2026). That median mixes Rossmoor manors with every other home in the city, so it won’t price a Rossmoor co-op or condo. Ask your agent for recent sales in the same Mutual, and add the coupon and the transfer fee to your monthly and upfront costs.

What should I confirm before I make an offer?

Use this list with your agent:

  1. Eligibility. Confirm with Rossmoor and the Mutual that your household meets the occupancy rules in that Mutual’s current governing documents.
  2. The current coupon for that exact manor, and for a co-op, the property tax amount added to it.
  3. The transfer fee in effect on your closing date.
  4. Financial approval if it’s a co-op, and whether your lender will finance it.
  5. Insurance for the interior, contents and loss assessments.
  6. The Mutual’s documents, budget and reserves, and any rental rules.

For contract or eligibility questions you can’t settle with the documents, talk to a real estate attorney.
