The biggest new neighborhood is Appian Village, 154 townhomes and stacked flats on the old Doctors Hospital site at 2151 Appian Way, which the city lists as nearing completion. The biggest approved project not yet built is Pinole Vista, a five-story, 223-unit apartment building planned for the old Kmart site at 1500 Fitzgerald Drive, which is still in construction plan check.
Below is every active item on the city’s projects page, with the status the city gives it and the date we checked. We won’t guess what any of this does to home values. We’ll show you where things stand.
What is Appian Village?
A new for-sale neighborhood by DeNova Homes on the vacant former Doctors Hospital site at 2151 Appian Way. The city describes it as a 154-unit stacked-flat and townhome-style development, and its status is “Nearing Completion and Under Construction” (City of Pinole, Appian Village project page, checked September 24, 2026).
What the builder and city approvals show:
- Home types. Row townhomes and stacked flats, about 1,250 to 1,820 square feet, with 2 to 3 bedrooms. The builder’s site lists homes for sale in both (DeNova Homes, Appian Village page, checked September 24, 2026).
- Buildings. 26 three-story buildings on about 7.7 acres, with 20% of units below market rate, 15% moderate income and 5% low income (SF YIMBY, April 17, 2025).
- Approvals. First brought to the city in 2021, with the Planning Commission approving the final subdivision map in April 2025 (SF YIMBY, April 17, 2025).
If you live on the streets behind Appian Way near the site, expect finishing work and move-in traffic for a while.
What is happening at the old Kmart on Fitzgerald Drive?
An apartment building is approved there, but it has not started going up. On October 18, 2022, the City Council approved the Pinole Vista Development at 1500 Fitzgerald Drive: demolish the Kmart building and build a five-story, 223-unit apartment building with studios to two-bedroom units of 540 to 1,288 square feet. 13 units are set for very low-income households and 14 for low-income households (City of Pinole, Administrative Report, October 21, 2022).
That same report expected construction to begin in fall 2023 and take two to three years. It didn’t happen on that schedule. As of today the city’s project page lists the status as “Demolition, Entitlements Approved/In Construction Plan Check,” and the page was last updated May 28, 2026 (City of Pinole, Pinole Vista Development page, checked September 24, 2026). No construction start date is posted.
What was recently finished?
Two affordable housing projects, both listed by the city as “Recently Completed” (City of Pinole, projects page, checked September 24, 2026):
- Vista Woods, 600 Roble Avenue. A 179-unit affordable apartment complex.
- SAHA, 811 San Pablo Avenue. A 33-unit affordable housing complex on 0.61 acres.
What else is approved but not built yet?
Four more projects carry the status “Entitlements Approved/In Construction Plan Check” (City of Pinole, projects page and project pages, checked September 24, 2026):
| Project | Address | What it is |
|---|---|---|
| BCRE Project | 2801 Pinole Valley Road | Office and commercial addition plus a new 29-unit apartment building |
| 1630 Hazel Street | 1630 Hazel Street | Four-lot subdivision for four new single-family homes |
| Pinole Shores 2 | 830 to 848 San Pablo Avenue | Two tilt-up wholesale distribution and warehouse buildings with office space |
| 2550 Appian Way | 2550 Appian Way | Added commercial space on the lower level of the existing building |
Approved means the city signed off on the plans. It does not mean a crew is coming next month.
What is going on with the old Safeway at Appian 80?
No new project is on the books yet. The city said Safeway planned to close its Appian 80 store on April 4, 2025, and that the owner told the city the site is not on the market and it continues to plan for a grocery store there (City of Pinole news, February 6, 2025). The same notice says the earlier approvals for a new Safeway and gas station expired in June 2023 after the new owner chose not to build them.
As of September 24, 2026, the city’s projects page does not list a new application for the site. We’ll update this answer when one appears.
What rules decide what gets built on the main streets?
The Three Corridors Specific Plan. It covers San Pablo Avenue, Pinole Valley Road and Appian Way, sets the allowed uses and building standards along them, and wins over the zoning ordinance where the two conflict. Its land use chapter was updated March 17, 2026 (City of Pinole, Three Corridors Specific Plan page, checked September 24, 2026). The page has a parcel map you can click.
Pinole also holds a state Prohousing Designation from the California Department of Housing and Community Development (City of Pinole news, June 9, 2024).
What road work is coming?
Paving. The city broke ground September 15, 2026 on about half a mile of Shea Drive, from Pinole Valley Road to Sarah Drive. Next is about 1.1 miles of Pinole Valley Road, from the north side of Simas Avenue to the Pinole Creek bridge south of Wright Avenue, then a short stretch of Marlesta Road from Appian Way to just past Marionola Way. The city also plans crack sealing on another 15 miles of roads this fall (City of Pinole news, September 15, 2026).
A San Pablo Avenue Bridge Replacement is also listed as a current project (City of Pinole, projects page, checked September 24, 2026). Plan around detours if you commute on those streets.
How do I check a project near a home I like?
Go to pinole.gov/projects and filter by status, or open the project by address. Then call the Planning Division at City Hall, 2131 Pear Street, (510) 724-9000, and ask what is filed near the address. Ask before you write an offer, not after.
