Yes, on median sale price. Redfin’s August 2026 median was $543,640 in San Pablo, compared with $614,593 in Richmond, $719,524 in Pinole and $1,242,678 in El Cerrito (Redfin housing market pages for each city, August 2026, checked September 24, 2026).
But a lower median is not the same as a cheaper version of the same house. San Pablo has a bigger share of apartments, condos and mobile homes than its neighbors, and that pulls its median down. Compare the same kind of home, then add taxes and the commute.
How far apart are the prices?
About $71,000 below Richmond, $176,000 below Pinole and $699,000 below El Cerrito, median to median. Every figure below comes from the same source for the same month. Redfin calculates each median over the three months ending August 2026.
| City | Median sale price | Change from a year earlier | Homes sold, Aug 2026 | Median days on market |
|---|---|---|---|---|
| San Pablo | $543,640 | up 4.5% | 31 | 27 |
| Richmond | $614,593 | down 5.4% | 175 | 19 |
| Pinole | $719,524 | up 7.4% | 40 | 23 |
| El Cerrito | $1,242,678 | down 11.2% | 55 | 15 |

Two things to keep in mind. San Pablo had 31 sales in August, so a handful of condo sales can swing its median. And cheaper did not mean easy to win: San Pablo homes sold for 104.3% of list price on average, and 63.4% went over asking (Redfin, San Pablo housing market page, August 2026, checked September 24, 2026). In El Cerrito, the same page type shows 122.2% of list and 87.2% over asking.
Are the homes in each city different?
Yes, and that explains a lot of the price gap. The Census Bureau counts every housing unit in each city, rentals included, by building type and by the year it was built.
| City | Median year built | Single-family detached | Townhome-style attached | 2 to 4 units | 5 or more units | Mobile homes |
|---|---|---|---|---|---|---|
| San Pablo | 1969 | 45% | 13% | 12% | 25% | 4% |
| Richmond | 1966 | 60% | 9% | 12% | 19% | under 1% |
| Pinole | 1970 | 74% | 13% | 3% | 10% | 0% |
| El Cerrito | 1956 | 67% | 4% | 12% | 17% | 0% |
Source: U.S. Census Bureau, American Community Survey 2020 to 2024 five-year estimates, tables B25024 (units in structure) and B25035 (median year structure built), via Census Reporter, checked September 24, 2026. Percentages are rounded.
What that means when you shop:
- San Pablo has the smallest share of detached houses of the four, and the only real count of mobile homes. More of what sells here is attached or in a larger building, so check HOA dues and park rules before you compare prices.
- Pinole is mostly detached houses, which helps explain why its median sits well above San Pablo’s.
- El Cerrito has the oldest homes of the four, with a median build year of 1956. Budget for inspections on foundations, panels and sewer laterals.
- Richmond and San Pablo have homes of about the same median age, from the late 1960s.
Census figures are estimates with margins of error. They describe the city as a whole, not any one street.
Do taxes differ from city to city?
Yes, in two places you’ll notice: the sales tax you pay on purchases, and the transfer tax paid when a home sells. Property tax works the same way in all four.
Sales tax. San Pablo’s rate is 9.500%. Richmond’s is 9.750%, and Pinole and El Cerrito are both at 10.250% (California Department of Tax and Fee Administration, city and county rates effective July 1, 2026, checked September 24, 2026).
San Pablo voters will decide Measure R on November 3, 2026. It is a general sales tax of half a cent for five years, then a quarter cent for five more years, then it ends. The City estimates about $2,000,000 a year at first, then about $1,000,000 a year (City of San Pablo, City Clerk, Measure R page, checked September 24, 2026). We’re not taking a side. Read the ballot arguments on the City’s page.
Transfer tax. Every sale in all four cities pays $1.10 per $1,000 of value. In San Pablo and Pinole, half of that is a city tax the county credits against its own, so nothing is added on top. El Cerrito and Richmond charge their own city taxes on top of the $1.10 (California City Finance, City Documentary and Property Transfer Tax Rates, effective December 1, 2025, checked September 24, 2026):
- El Cerrito: $12.00 per $1,000 of value.
- Richmond: $7.00 per $1,000 under $1 million, $12.50 from $1 million to $3 million, $25.00 from $3 million to $10 million, and $30.00 over $10 million.
On a $600,000 sale, the base $1.10 rate comes to $660 in any of the four cities (in San Pablo and Pinole, half of that goes to the city). Richmond adds $4,200 and El Cerrito adds $7,200. Who pays which tax is set in the purchase agreement. Ask your escrow officer for both numbers.
Property tax. California’s base is 1% of assessed value, plus voter-approved bonds and any special assessments for the tax rate area the parcel sits in (Contra Costa County Auditor-Controller, Tax Rates page, checked September 24, 2026). Those add-ons change from parcel to parcel, even inside one city. Pull the current tax bill for the exact home from the Contra Costa County Treasurer-Tax Collector. Which city is closest to BART?
Richmond and El Cerrito have BART stations inside city limits. San Pablo and Pinole do not.
| City | BART inside the city? | Station you’d likely use |
|---|---|---|
| San Pablo | No | Richmond, about 1.5 miles south, or El Cerrito del Norte, about 3 miles south |
| Richmond | Yes | Richmond, 1700 Nevin Avenue |
| Pinole | No | El Cerrito del Norte |
| El Cerrito | Yes | El Cerrito del Norte, 6400 Cutting Boulevard, and El Cerrito Plaza |

A weekday morning train from Richmond reaches Embarcadero in 36 minutes for a $6.15 adult Clipper fare. From El Cerrito del Norte it’s 32 minutes and $5.90 (BART schedule and fare data for Thursday, October 1, 2026, checked September 24, 2026). Our separate answer on getting to BART from San Pablo covers the buses and parking.
Which school district serves each city?
All four are in West Contra Costa Unified School District, which covers Richmond, El Cerrito, San Pablo, Pinole and Hercules (WCCUSD, At a Glance page, checked September 24, 2026). So switching cities in this group does not switch districts.
The school for a given home still depends on the exact address. Verify the boundary with the district before you write an offer, and look up each school’s own results on the California School Dashboard at caschooldashboard.org.
How do I compare two homes fairly?
Put them side by side on cost, not on the city median.
- Same home type. Detached against detached, condo against condo, similar size and age.
- Monthly cost. Price, the actual property tax bill, HOA dues or space rent.
- Closing cost. Add the city transfer tax if the home is in Richmond or El Cerrito.
- Your commute. Time the trip to the BART station you’d really use.
- The address details. School boundary from the district, flood zone from the City or FEMA.
Questions people also ask
Is San Pablo the cheapest city in West Contra Costa?
Among these four, yes, by median sale price. Redfin’s August 2026 medians were $543,640 in San Pablo, $614,593 in Richmond, $719,524 in Pinole and $1,242,678 in El Cerrito, checked September 24, 2026. A median mixes every home type, and San Pablo has more attached homes and apartments than its neighbors, so compare homes of the same type.
Does San Pablo have a city transfer tax?
Yes, but it does not add to the bill. San Pablo’s city tax is $0.55 per $1,000, and the county credits it against its own, so a San Pablo sale pays $1.10 per $1,000 in total (California City Finance, City Documentary and Property Transfer Tax Rates, effective December 1, 2025, checked September 24, 2026; San Pablo Municipal Code 3.20.020). Who pays it is set in the purchase agreement, so confirm the amount on your escrow estimate.
Is sales tax lower in San Pablo than in Richmond?
Yes, for now. The California Department of Tax and Fee Administration lists 9.500% for San Pablo and 9.750% for Richmond, effective July 1, 2026. Measure R on the November 3, 2026 ballot would add half a cent in San Pablo for five years, then a quarter cent for five more, per the City Clerk’s page.
Are San Pablo homes older than El Cerrito homes?
No. The median San Pablo home was built in 1969, compared with 1956 in El Cerrito, per the Census Bureau’s American Community Survey, 2020 to 2024. Richmond’s median is 1966 and Pinole’s is 1970. These are citywide estimates, so check the build year of the home you’re looking at in its listing and county records.
