The big ones are cost and getting around. Pinole has the highest sales tax rate in Contra Costa County (tied with El Cerrito), no BART station, a school district cutting $42.4 million, and a market where most homes sold over asking in August 2026.

None of these rule Pinole out. All of them are real. Here they are one by one, with sources, so nothing surprises you after you move in.

Why is the sales tax so high in Pinole?

Because Pinole voters added a local half-cent. The rate in Pinole is 10.25%, tied with El Cerrito for the highest of any city in Contra Costa County (CDTFA city and county rate table effective July 1, 2026, checked September 24, 2026). Nearby Hercules is 9.25%.

Part of that is Measure I, a half-cent city sales tax Pinole voters passed on November 5, 2024. The city estimated it would raise about $2.5 million a year for city services (City of Pinole, July 18, 2024). The city now reports on it as its 2024 Measure I Fund (City of Pinole, Measure I Fund report for the year ended June 30, 2025).

It could have gone higher. County Measure B would have added 0.625 of a cent and taken Pinole to 10.875%, but voters rejected it on June 2, 2026 (Richmondside, updated June 25, 2026). On November 3, 2026, Contra Costa voters decide a regional transit measure that would add a half-cent sales tax for 14 years if approved (MTC, checked September 24, 2026). We explain these; we don’t take sides.

What is the state of the City of Pinole’s budget?

Balanced for this year, after a gap. The city reported a structural deficit of about $4.2 million and says its Fiscal Year 2026-27 General Fund budget is now balanced at about $30 million in revenue and spending (City of Pinole, June 29, 2026). City budgets pay for road work and services, so the yearly budget updates are worth a look.

Roads are one example. On September 15, 2026 the city started paving Shea Drive, a half-mile stretch rated 24 out of 100 on the Pavement Condition Index. Pinole Valley Road from Simas Avenue to the Pinole Creek bridge is next, then a short piece of Marlesta Road (City of Pinole, September 15, 2026). Drive the streets around any home you like and look at the pavement.

What is the commute like without BART?

It depends on where you work, but you will drive or ride a bus. Pinole has no BART station and Redfin shows a Walk Score of 42, rated Car-Dependent (Redfin, checked September 24, 2026).

  • Driving to San Francisco means I-80 plus the Bay Bridge toll: $8.50 for a two-axle car in 2026, with yearly increases approved through 2030 (MTC, January 2, 2026).
  • Bus to BART. WestCAT’s JPX stops at Pinole Valley Road at Sprouts and at Fitzgerald Drive, then goes to El Cerrito del Norte BART. On the midday trips in the posted schedule, the ride from Pinole Valley Road to the station is about 20 minutes. WestCAT’s Route J also runs from San Pablo Avenue to the same station (WestCAT JPX and J schedules effective September 12, 2026).
  • Bus to San Francisco. LYNX leaves from the Hercules Transit Center on weekdays only, 5:00 a.m. to 9:05 p.m., $5.00 cash (WestCAT, checked September 24, 2026).

What is going on with Pinole schools?

West Contra Costa Unified is in a budget crunch. On February 11, 2026 the board approved $42.4 million in cuts. Betty Reid Soskin Middle in El Sobrante is set to merge into Pinole Middle, which could bring Pinole Middle to as many as 800 students, and Pinole Valley High is losing its IB program (Richmondside, February 12, 2026; Local News Matters, February 16, 2026).

Is Pinole in a flood zone or a fire zone?

Some addresses carry risk. The city says Pinole is in a low flood zone, but some areas flood during high tides and heavy rain, and it offers free self-serve sandbags off Tennent Avenue (City of Pinole, Stormwater and Drainage page, checked September 24, 2026).

The First Street Foundation model shown on Redfin rates 12% of Pinole properties at severe flood risk over 30 years and 63% with some wildfire risk (Redfin, checked September 24, 2026). That is a model, not an official zone. Fire maps changed too. New local Fire Hazard Severity Zone maps took effect July 10, 2025 (Contra Costa County Fire Protection District), and the city says some Pinole Valley areas moved from high or very high to moderate (City of Pinole, March 24, 2025).

For a specific home, check FEMA’s Flood Map Service Center at msc.fema.gov, read the Natural Hazard Disclosure report, and get an insurance quote before you remove contingencies.

What construction is planned nearby?

More housing, some warehouses, and an empty grocery site. The city’s projects page lists Pinole Vista at 1500 Fitzgerald Drive, the old Kmart site, in construction plan check after demolition. It was approved as 223 apartments (City of Pinole, October 21, 2022). Appian Village at 2151 Appian Way, 154 units, is nearing completion, and two warehouse buildings at 830-848 San Pablo Avenue have approvals (City of Pinole, Projects page, checked September 24, 2026).

The city said the Safeway at Appian 80 would close on April 4, 2025. The owner told the city it still plans a grocery store there (City of Pinole, February 6, 2025). As of September 24, 2026, no new application for the site is listed on the city’s projects page.
